Las medidas de adaptaci\u00f3n al cambio clim\u00e1tico est\u00e1n orientadas a limitar los impactos, reducir las vulnerabilidades e incrementar la resiliencia de los sistemas humanos y naturales frente al clima -seg\u00fan el MITECO (Ministerio para la Transici\u00f3n Ecol\u00f3gica y Reto Demogr\u00e1fico). La adaptaci\u00f3n debe incluir tambi\u00e9n medidas concretas para mantener y preservar la biodiversidad, los bosques, las costas, las ciudades, la agricultura y la industria.<\/p>\n

Con el Acuerdo de Par\u00eds (2015) los pa\u00edses firmantes se comprometieron, no s\u00f3lo a establecer acciones y planes concretos para descarbonizar su econom\u00eda, sino tambi\u00e9n a lograr una transici\u00f3n justa <\/strong>y reducir al m\u00e1ximo las consecuencias negativas del cambio clim\u00e1tico en la sociedad.<\/p>\n

Adem\u00e1s de limitar por debajo de 1,5\u00baC el calentamiento global de la Tierra, el Acuerdo compromete a los 197 pa\u00edses a:<\/p>\n

  1. b) Aumentar la capacidad de adaptaci\u00f3n a los efectos adversos del cambio clim\u00e1tico y promover la resiliencia al clima y un desarrollo con bajas emisiones de gases de efecto invernadero, de un modo que no comprometa la producci\u00f3n de alimentos.<\/em><\/li>\n<\/ol>\n

    En el a\u00f1o 2006, se activ\u00f3 en Espa\u00f1a el primer Plan Nacional de Adaptaci\u00f3n al Cambio Clim\u00e1tico (PNAC)<\/strong> 2006-2020. Este Plan se convirti\u00f3 en el marco de referencia de los esfuerzos p\u00fablicos para generar conocimiento y construir respuestas adaptativas frente al cambio clim\u00e1tico en Espa\u00f1a. Entre los a\u00f1os 2018 y 2019 la Oficina Espa\u00f1ola de Cambio Clim\u00e1tico<\/strong> empez\u00f3 a evaluar el primer PNAC, para as\u00ed poder reconocer los avances logrados, los retos pendientes y las lecciones aprendidas.<\/p>\n

    \u00a0<\/p>\n

    Con este profundo an\u00e1lisis y del Informe de participaci\u00f3n p\u00fablica, que recoge las propuestas y opiniones de la ciudadan\u00eda, se construy\u00f3 el nuevo Plan Nacional de Adaptaci\u00f3n al Cambio Clim\u00e1tico 2021-2030.<\/strong><\/p>\n

    Seg\u00fan el proyecto Life Adaptamed en colaboraci\u00f3n con la Uni\u00f3n Europea, en Espa\u00f1a, el estr\u00e9s h\u00eddrico y las altas temperaturas est\u00e1n favoreciendo la proliferaci\u00f3n de especies invasoras, para las que las nuevas condiciones climatol\u00f3gicas son m\u00e1s favorables.<\/p>\n

    Adem\u00e1s, debido al aumento de las temperaturas, el pa\u00eds est\u00e1 perdiendo suelo f\u00e9rtil, lo que podr\u00eda llevar a una desertificaci\u00f3n progresiva que afectar\u00e1 especialmente a las regiones del sur de la pen\u00ednsula, como Andaluc\u00eda o Murcia.<\/p>\n

    Por este motivo, adem\u00e1s de medidas de adaptaci\u00f3n, el Estado est\u00e1 promoviendo medidas de mitigaci\u00f3n al cambio clim\u00e1tico.<\/p>\n

    Ahora bien, \u00bfen qu\u00e9 se diferencian? Por una parte, las medidas de adaptaci\u00f3n son aquellas destinadas a actuar sobre los impactos que ya se han producido<\/strong> debido al cambio clim\u00e1tico. En cambio, las de mitigaci\u00f3n se centran en las causas, es decir, en la prevenci\u00f3n antes de que se haya producido el impacto.<\/strong><\/p>\n

    • Captura de carbono<\/li>\n<\/ul>\n

      Sin embargo, un estudio sobre la econom\u00eda de adaptaci\u00f3n al cambio clim\u00e1tico realizada por investigadores de Trinidad y Tobago asegura que las principales medidas de adaptaci\u00f3n al cambio clim\u00e1tico y las m\u00e1s \u00f3ptimas para llevar a cabo la transici\u00f3n ecol\u00f3gica son:<\/p>\n

      1. Crear un C\u00f3digo Nacional de Construcci\u00f3n:<\/strong> Una normativa a nivel nacional para construir no s\u00f3lo edificios bioclim\u00e1ticos y eficientes, sino resilientes al cambio clim\u00e1tico. Es decir, viviendas capaces de soportar borrascas, terremotos y fen\u00f3menos clim\u00e1ticos extremos.<\/li>\n<\/ol>\n

        \u00a0<\/p>\n

        1. Restaurar los manglares:<\/strong> Estos son los ecosistemas que m\u00e1s CO2 son capaces de absorber. Adem\u00e1s, ayudan a preservar la biodiversidad y protegen a las costas de la erosi\u00f3n, proporcionan le\u00f1a y sirven como zona de pesca, contribuyendo as\u00ed al comercio y econom\u00eda local.<\/li>\n<\/ol>\n

Sistemas de alerta meteorol\u00f3gica:<\/strong> Implementar sistemas que recojan informaci\u00f3n relativa al clima en cada regi\u00f3n y las difundan a tiempo real por la televisi\u00f3n, Internet y la radio. Esto ayudar\u00eda a la ciudadan\u00eda a prepararse ante impactos de fen\u00f3menos extremos \u2013 especialmente en los pa\u00edses tropicales-.<\/li>\n<\/ol>\n

Protocolos de emergencia y capacitaci\u00f3n:<\/strong> Propuestas para homogeneizar los protocolos de emergencia ante eventos y fen\u00f3menos extremo dirigidas tanto a la poblaci\u00f3n general y a las instituciones. Desarrollando programas de capacitaci\u00f3n encaminados a formar e informar a los agentes p\u00fablicos sobre el cambio clim\u00e1tico y capacitarles para que puedan dominar situaciones de emergencia.<\/li>\n<\/ol>\n

              1. Construir zonas verdes en los tejados de los edificios:<\/strong>Mediante esta medida se colocar\u00edan \u201cjardines\u201d en las azoteas de los edificios que ayudar\u00edan a climatizar los mismos y absorber\u00edan el CO2.<\/li>\n<\/ol>\n
