Esta Conferencia de las Naciones Unidas sobre el Cambio Clim\u00e1tico (COP26), organizada por el Reino Unido en colaboraci\u00f3n con Italia, tendr\u00e1 lugar del <strong>31 de octubre al 12 de noviembre de\u00a02021<\/strong> en el Scottish Event Campus (SEC) de Glasgow (Escocia &#8211; Reino Unido).<\/p>\n<p>La Conferencia de las Naciones Unidas sobre el Cambio Clim\u00e1tico es un evento anual en el que 197 naciones se re\u00fanen con la intenci\u00f3n de alcanzar acuerdos que les permitan reducir las emisiones globales de Gases de Efecto Invernadero (GEI).<\/p>\n<p>Sin duda, se trata de un evento que la comunidad internacional ha esperado con especial atenci\u00f3n. Y es que esta Cumbre deb\u00eda <strong>haberse<\/strong> <strong>celebrado en noviembre de 2020<\/strong>, pero tuvo que ser pospuesta debido a la situaci\u00f3n de crisis sanitaria. Pero, seg\u00fan las estimaciones del Programa de las Naciones Unidas para el Medio Ambiente (PNUMA), aunque se cumplan estas promesas, <strong>no ser\u00e1 suficiente<\/strong>.<\/p>\n<p>El mayor problema de todo esto es que seg\u00fan el PNUMA, la mayor\u00eda de pa\u00edses han <strong>atrasado la aplicaci\u00f3n de sus programas para despu\u00e9s de 2030<\/strong>, algo que hace dudar sobre si ser\u00e1n capaces de cumplir sus objetivos. Seg\u00fan inform\u00f3 <strong>Inger Andersen<\/strong>, la directora ejecutiva del PNUMA en un comunicado oficial: \u00abEl cambio clim\u00e1tico ya no es un problema del futuro. Es un problema del ahora\u201d.<\/p>\n<p>\u201cPara tener la oportunidad de limitar el calentamiento global a 1,5 \u00b0C, contamos con ocho a\u00f1os para reducir casi a la mitad las emisiones de gases de efecto invernadero: ocho a\u00f1os para hacer los planes, implementar las pol\u00edticas y, finalmente, dar resultados tangibles. Espa\u00f1a, por ejemplo, se mantiene dentro del R\u00e9gimen de comercio de derechos de emisiones de la UE desde 2005.<\/p>\n<p>Esto quiere decir que todas las industrias intensivas en el uso de combustibles f\u00f3siles y por lo tanto <strong>intensivas de CO2<\/strong>, est\u00e1n obligadas a controlar y verificar sus emisiones. Al final de cada ejercicio, antes del 30 de abril del a\u00f1o siguiente, tienen que entregar tantos derechos de emisi\u00f3n como toneladas de CO2 hayan emitido.\u00a0<\/p>\n<p>Es decir, las empresas <strong>deben pagar por cada tonelada de CO2 emitido<\/strong>. Las empresas que apuesten por la sostenibilidad y reduzcan su huella de carbono anual, podr\u00edan evitar el pago de millones de euros y, adem\u00e1s, estar mejor valoradas por parte de sus p\u00fablicos \u2013 al ser vistas como verdes-.<\/p>\n<p>Sin embargo, los pa\u00edses aun deben llegar a un consenso sobre el funcionamiento de los mercados de carbono y su verdadera contribuci\u00f3n a la lucha contra el cambio clim\u00e1tico. Como consecuencia de la subida del nivel del mar, algunos pa\u00edses insulares est\u00e1n desapareciendo.<\/p>\n<p>Aunque en la COP25 lograron establecer una <strong>Red de P\u00e9rdidas y Da\u00f1os de Santiago<\/strong>, aun existe debate sobre c\u00f3mo paliar las consecuencias clim\u00e1ticas a nivel global.<\/p>\n<p>Por una parte, los pa\u00edses en v\u00edas de desarrollo reclaman la creaci\u00f3n de una <strong>nueva<\/strong> plataforma que les conecte con los expertos y les provea de asistencia t\u00e9cnica frente a situaciones de vulnerabilidad o desastres naturales. En este sentido, durante la COP25, se design\u00f3 a un <strong>Comit\u00e9 de Adaptaci\u00f3n<\/strong> para determinar c\u00f3mo deb\u00eda evaluarse este progreso global y redise\u00f1ar nuevos objetivos para hacer a los pa\u00edses m\u00e1s resilientes.<\/p>\n<p>Seg\u00fan recoge la revista <em>National Geographic<\/em>, en estos momentos se est\u00e1 desarrollando un <strong>informe\u00a0t\u00e9cnico<\/strong> para evaluar esta adaptaci\u00f3n,\u00a0\u201cas\u00ed como el\u00a0fortalecimiento de la resiliencia y la reducci\u00f3n de la vulnerabilidad al cambio clim\u00e1tico\u201d. En este sentido, en m\u00faltiples ocasiones se ha criticado la escasez de fondos para llevar a cabo un cambio de tal envergadura a nivel global.<\/p>\n<p>Y es que, durante la COP15, celebrada en Cophenaghe en 2015, <strong>los pa\u00edses se comprometieron a destinar unos <\/strong><strong>86.156 millones de euros anuales<\/strong> a ayudar a los pa\u00edses en v\u00edas de desarrollo a hacer frente sus compromisos clim\u00e1ticos. Un objetivo que, seg\u00fan la Organizaci\u00f3n para la Cooperaci\u00f3n y el Desarrollo Econ\u00f3mico (OCDE) est\u00e1 lejos de cumplirse.<\/p>\n<p>Los pa\u00edses desarrollados van con tres a\u00f1os de retraso con respecto a esta cantidad, que deb\u00eda haberse destinado en 2020.
