Ahora que estamos en primavera, y con ella, va llegando el calor, muchas personas se preguntan c\u00f3mo pagar\u00e1n la elevada factura que supondr\u00e1 mantener el aire acondicionado encendido<\/strong> los meses de verano para sobrevivir.<\/p>\n

Y es que, en\u00a0Espa\u00f1a,\u00a0el 56,63 % del\u00a0parque de viviendas\u00a0<\/strong>es anterior a 1980, cuando a\u00fan no hab\u00eda sido publicada la primera Ley espa\u00f1ola que regulaba unas condiciones t\u00e9rmicas m\u00ednimas para la construcci\u00f3n de un edificio. Y dentro de ese 56,63% de viviendas, el 16,21%, unos 2,2 millones de casas, se encuentran en\u00a0mal estado de conservaci\u00f3n.<\/p>\n

Es decir, m\u00e1s de la mitad de las casas, bloques de pisos y edificios de nuestro pa\u00eds disponen de un aislamiento muy deficiente. <\/strong><\/p>\n

Esto son 5,5 millones de edificios y 9,7 millones de viviendas que est\u00e1n mal preparadas para soportar el fr\u00edo y el calor.<\/p>\n

En este sentido, debemos tener en cuenta que el 67% del consumo total de la energ\u00eda de un edificio es atribuible al gasto por calefacci\u00f3n y aire acondicionado. Adem\u00e1s, seg\u00fan los datos del Instituto para la Diversificaci\u00f3n y el Ahorro Energ\u00e9tico (IDAE), los hogares espa\u00f1oles gastan alrededor del 20% de energ\u00eda total <\/strong>que se consume en Espa\u00f1a cada a\u00f1o.<\/p>\n

Por otra parte, al mirar la calificaci\u00f3n energ\u00e9tica a nivel general, observamos que el 81% de los edificios en Espa\u00f1a se sit\u00faa en un nivel malo o muy malo<\/strong> en t\u00e9rminos de emisiones de Gases de Efecto Invernadero (GEI).<\/p>\n

Si tenemos en cuenta todas estas cifras, veremos que para frenar la emergencia clim\u00e1tica es fundamental activar de inmediato la rehabilitaci\u00f3n del parque de viviendas de nuestro pa\u00eds.<\/p>\n

Seg\u00fan un estudio conjunto del Consejo General de Economistas de Espa\u00f1a<\/strong> (CGE) y el Consejo Superior de Colegios de Arquitectos de Espa\u00f1a (CSCAE) es el momento \u00f3ptimo para que muchos espa\u00f1oles acometan obras de mejora en la calidad energ\u00e9tica de su vivienda.<\/p>\n

Seg\u00fan el director general de Vivienda del Ministerio de Transporte, Movilidad y Agenda Urbana (MITMA<\/strong>), nunca ha habido tanto capital ni ayudas p\u00fablicas destinado a mejorar el estado precario de la vivienda. Y es que existe un Plan de Recuperaci\u00f3n, Transformaci\u00f3n y Resiliencia de Espa\u00f1a que cuenta con m\u00e1s de 6.820 millones de euros para este cometido.<\/p>\n

Estas ayudas, que caducan en el 2023, se reparten en forma de subvenciones y deducciones del IRPF para aquellas personas que decidan acometer obras o reformas para mejorar la eficiencia energ\u00e9tica o el aislamiento de sus viviendas. A los espa\u00f1oles les queda poco m\u00e1s de medio a\u00f1o para poder disfrutar de estas ayudas estatales.<\/p>\n

En este sentido, un grupo de arquitectos y economistas <\/strong>del Gobierno han elaborado una Gu\u00eda que recoge los requisitos que deben cumplir las obras de adecuaci\u00f3n de las viviendas para poder beneficiarse de estos fondos. Entre las recomendaciones, la primera es planificar adecuadamente la obra. Para lograrlo, previamente deben obtener un certificado energ\u00e9tico de la vivienda<\/strong> expedido por una entidad o un profesional.<\/p>\n

Porque para poder activar mejoras en la eficiencia energ\u00e9tica de la vivienda, primero debemos conocer el punto de partida y la calificaci\u00f3n energ\u00e9tica de nuestro hogar.<\/p>\n

Para poder optar a las ayudas se deben llevar a cabo obras correctamente certificadas<\/strong>, evitando de este modo los pagos con dinero en efectivo, presupuestos sin IVA o facturas que no identifiquen al prestador del servicio.<\/p>\n

Una de las principales ayudas del Plan de Recuperaci\u00f3n, Transformaci\u00f3n y Resiliencia<\/strong> es la reducci\u00f3n del 21% al 10% del IVA en las obras de rehabilitaci\u00f3n de edificios. Tal y como se recoge en La Vanguardia, \u201cpara poder aplicar esta reducci\u00f3n<\/strong>, es necesario que el objeto principal de las obras sea la propia edificaci\u00f3n y que el coste exceda el 25% del precio de adquisici\u00f3n o los contratos sean entre promotor y contratista directamente, sin intermediarios.\u201d<\/p>\n

Para poder obtener estos beneficios fiscales, se debe reducir el m\u00ednimo de un 7% la demanda de calefacci\u00f3n y refrigeraci\u00f3n. Si se logra este objetivo, la deducci\u00f3n fiscal ser\u00e1 de un m\u00e1ximo del 20% del coste abonado por cada beneficiario, hasta un m\u00e1ximo de 5.000 euros.<\/p>\n

Por ejemplo, si el propietario de una vivienda destina 5.000 euros para mejorar sus ventanas, recibir\u00e1 2.000 euros de subvenci\u00f3n directa y luego 600 de reducci\u00f3n del IRPF. Por lo tanto, este vecino conseguir\u00e1 ahorrar hasta el 52% del coste de las obras<\/strong>, y el coste real se quedar\u00e1 en 2.400 euros, ahorr\u00e1ndose hasta 2.600 euros.<\/p>\n

En 1980 se public\u00f3 la primera Ley Espa\u00f1ola que regulaba unas condiciones t\u00e9rmicas m\u00ednimas para la construcci\u00f3n de un edificio<\/strong>. A partir de ese momento, los arquitectos y constructores empezaron a tener en cuenta la eficiencia energ\u00e9tica de las viviendas y, con ello, empezaron a reducir la huella de carbono asociada al consumo energ\u00e9tico.<\/p>\n

Seg\u00fan el Instituto para la Diversificaci\u00f3n y el Ahorro Energ\u00e9tico (IDAE<\/strong>), el 43,37% de viviendas en Espa\u00f1a est\u00e1n construidas teniendo en cuenta aspectos como la calificaci\u00f3n energ\u00e9tica y el aislamiento.<\/p>\n

El sector de la construcci\u00f3n es responsable del 39% de las emisiones de CO2 que se liberan a la atm\u00f3sfera.\u00a0En este sentido, la arquitectura bioclim\u00e1tica y la<\/strong> bioconstrucci\u00f3n <\/strong>es una alternativa ZEO que tambi\u00e9n permite reducir de manera significativa este porcentaje derivado del proceso de construcci\u00f3n.<\/p>\n

A partir de la arquitectura bioclim\u00e1tica se\u00a0dise\u00f1an edificios de forma que se aprovechan al m\u00e1ximo las condiciones clim\u00e1ticas y los recursos que ofrece el lugar donde se edifica. Prioriza lo que se llama tambi\u00e9n arquitectura pasiva (\u201csin m\u00e0quinas\u201d y de menor coste), frente a la arquitectura activa.<\/p>\n

Debemos recordar que este tipo de arquitectura no es un concepto nuevo, ni mucho menos.<\/p>\n

En Espa\u00f1a la arquitectura bioclim\u00e1tica lleg\u00f3 en 2003<\/strong> cuando un grupo de profesionales de diferentes sectores (arquitectos, ingenieros, constructores, industriales, empresas de comunicaci\u00f3n, etc)\u00a0crearon la\u00a0Asociaci\u00f3n para el Desarrollo de la Casa Bioclim\u00e1tica\u00a0(ADCB)<\/strong> para intentar popularizar este concepto arquitect\u00f3nico entre los profesionales espa\u00f1oles.<\/p>\n

Durante a\u00f1os, la ADCB<\/a> difundi\u00f3 e impuls\u00f3 la construcci\u00f3n y la edificaci\u00f3n bioclim\u00e1tica. Entre otras acciones, durante 7 a\u00f1os la ADCB Casa Bioclim\u00e1tica organiz\u00f3 los Premios a la Promoci\u00f3n Inmobiliaria m\u00e1s sostenible, con el patrocinio de Endesa y en el marco de la Feria Barcelona Meeting Point.<\/p>\n

En 2017, cuando se extendi\u00f3 por toda Espa\u00f1a la conciencia del bioclimatismo, esta entidad dio pie a una nueva iniciativa, y se transform\u00f3 en la Plataforma ZEO (Zero Emissions Objective). Una plataforma que sensibiliza, a empresas, entidades y sociedad en general, sobre la imperiosa necesidad de reducir a Zero las emisiones de los Gases de Efecto Invernadero. Por eso, compr\u00f3 el dominio \u201cZeroEmissionsObjective.com\u201d.<\/p>\n

Para lograr una sociedad ZEO es tan importante rehabilitar el parque de viviendas antiguo, como construir teniendo en cuenta criterios bioclim\u00e1ticos y de bioconstrucci\u00f3n.<\/p>\n
