Esta semana se han reunido en Berl\u00edn delegados de 40 pa\u00edses diferentes en la Conferencia Clim\u00e1tica anual de la ONU<\/strong>, que se celebra hace m\u00e1s de una d\u00e9cada en Berl\u00edn.<\/p>\n

Este encuentro es la antesala de la Conferencia de las Naciones Unidas sobre Cambio Clim\u00e1tico (COP27), que este a\u00f1o tendr\u00e1 lugar del 7 al 18 de noviembre en Sharm el-Sheij, Egipto.<\/p>\n

Es un term\u00f3metro clim\u00e1tico que recoge los principales reclamos, tem\u00e1ticas y problemas que se abordar\u00e1n durante la pr\u00f3xima COP. La previsi\u00f3n despu\u00e9s de finalizar esta edici\u00f3n es que se rebajen las expectativas de transici\u00f3n energ\u00e9tica, todo ello debido a la guerra de Ucrania y a la paralizaci\u00f3n del gas. <\/strong><\/p>\n

Ant\u00f3nio Guterres, secretario general de las Naciones Unidas abri\u00f3 la Conferencia advirtiendo de que a\u00fan estamos lejos de alcanzar el l\u00edmite de calentamiento global de 1,5 \u00baC acordado durante el Acuerdo de Par\u00eds 2015. Gut\u00e9rres asegur\u00f3 que las consecuencias del cambio clim\u00e1tico cada d\u00eda son m\u00e1s visibles y generan m\u00e1s p\u00e9rdidas en nuestra sociedad.<\/p>\n

La comunidad cient\u00edfica ya ha anunciado que, durante los pr\u00f3ximos a\u00f1os, debido al aumento de las temperaturas y a la inestabilidad clim\u00e1tica, los fen\u00f3menos clim\u00e1ticos extremos tales como inundaciones, olas de calor, sequ\u00edas, tormentas e incendios suceder\u00e1n con una mayor frecuencia e intensidad que anta\u00f1o.<\/p>\n

Hoy por hoy, estamos siendo testigos de c\u00f3mo las elevadas temperaturas impactan negativamente en ambos polos. De hecho, el servicio meteorol\u00f3gico<\/strong> de Francia ha utilizado el t\u00e9rmino \u201capocalipsis de calor\u201d para hacer referencia a la destrucci\u00f3n de vidas, casas y bosques que est\u00e1n provocando las temperaturas durante este mes de julio.<\/p>\n

Otro de los temas m\u00e1s comentados durante la Conferencia Clim\u00e1tica de Berl\u00edn fue el impacto de la guerra de Ucrania en los esfuerzos para activar la transici\u00f3n energ\u00e9tica<\/strong>. Desde que comenz\u00f3 la invasi\u00f3n de Rusia a Ucranie el 24 de febrero de 2022, el suministro de gas en toda Europa se ha visto mermado.<\/p>\n

En la actualidad, Rusia es uno de los principales exportadores de gas natural del mundo y supone el 35% del suministro de la Uni\u00f3n Europea y Reino Unido<\/strong>.<\/p>\n

En este sentido, la guerra entre ambos pa\u00edses ha dado pie a cortes en la cadena de suministro de este combustible, vetos y sanciones a las comercializadoras de gas ruso, una subida de precios generalizada de los combustibles, etc.<\/p>\n

Todas estas consecuencias de la Guerra de Ucrania han provocado una gran inestabilidad en el mercado energ\u00e9tico<\/strong>, haciendo que muchos pa\u00edses recurran temporalmente a otros combustibles f\u00f3siles mucho menos ZEO, como el carb\u00f3n, para compensar el d\u00e9ficit de gas. Aunque tambi\u00e9n ha hecho que muchos gobiernos se planteen agilizar su transici\u00f3n energ\u00e9tica y empezar a invertir cuanto antes en energ\u00edas renovables.<\/p>\n

Debido a los primeros cortes de suministro sucedidos en mayo de 2022, Alemania tuvo que poner en marcha las centrales el\u00e9ctricas de carb\u00f3n<\/strong> que hab\u00eda clausurado, y rebaj\u00f3 las exigencias medioambientales que limitaban la construcci\u00f3n de terminales de gas licuado.<\/p>\n

Por otra parte, a finales de ese mismo mes, el gigante gas\u00edstico ruso Gazprom cortaba el suministro de gas a Holanda, Dinamarca y Alemania por su negativa a pagar en rublos.<\/p>\n

Sin embargo, durante las reuniones, la mayor\u00eda de pa\u00edses europeos reforzaron su intenci\u00f3n de cumplir con los objetivos clim\u00e1ticos<\/strong> y apostar por una transici\u00f3n energ\u00e9tica real y justa.<\/p>\n

Sameh Shoukry, el ministro de exteriores y presidente de la futura COP27, record\u00f3 que todos los pa\u00edses deben hacer progresos considerables \u201cen todos los niveles y asegurarse de que nadie se queda atr\u00e1s\u201d.<\/strong><\/p>\n

Tanto los pa\u00edses en v\u00edas de desarrollo como los que m\u00e1s han contribuido a lo largo de la historia al cambio clim\u00e1tico, deben estar a la altura y mostrar una verdadera voluntad de alcanzar los compromisos. Es fundamental activar medidas y acciones concretas m\u00e1s all\u00e1 del papel o de las hojas de ruta.<\/p>\n

Shoukry dej\u00f3 claro que \u201cLas negociaciones del cambio clim\u00e1tico no deben ser un juego de suma cero entre pa\u00edses desarrollados y en desarrollo\u201d. No podemos permitirnos ning\u00fan retraso o retroceso en los compromisos debido a la guerra de Rusia en Ucrania <\/strong>o la pandemia del coronavirus. En otras palabras, no puede haber excusas ni agentes externos que hagan peligrar el objetivo de construir una nueva sociedad y econom\u00eda ZEO.<\/p>\n

Adem\u00e1s de esta llamada a la acci\u00f3n y al refuerzo de compromisos, los principales mandatarios abordaron la cuesti\u00f3n de la restituci\u00f3n por \u201cp\u00e9rdidas y da\u00f1os\u201d causados por el cambio clim\u00e1tico.<\/p>\n
