Estos d\u00edas en la COP 27 se est\u00e1 debatiendo sobre la implicaci\u00f3n real de los pa\u00edses en la lucha contra el cambio clim\u00e1tico y en la senda hacia la descarbonizaci\u00f3n de nuestra sociedad. Adem\u00e1s del problema de la financiaci\u00f3n, la comunidad internacional se\u00f1ala que la mayor\u00eda de pa\u00edses no est\u00e1n cumpliendo con los objetivos de reducci\u00f3n de emisiones necesarios para conseguir un calentamiento global de la Tierra que no sea superior a los 2\u00baC.<\/p>\n

Espa\u00f1a, que lamentablemente est\u00e1 a la cola en muchos terrenos: salud mental, PIB, educaci\u00f3n, etc., podr\u00eda estar en cabeza en la descarbonizaci\u00f3n. As\u00ed lo indica el \u00faltimo informe de McKinsey \u201cNet-zero Spain: Europe\u2019s decarbonization hub\u201d, ahora tenemos la oportunidad de destacar<\/strong> en un \u00e1rea realmente importante: la lucha contra el cambio clim\u00e1tico.<\/p>\n

Seg\u00fan este documento, Espa\u00f1a podr\u00eda ser el pa\u00eds m\u00e1s ZEO de Europa. Gracias a sus recursos naturales, el desarrollo de las infraestructuras y sus capacidades t\u00e9cnicas, \u00a0Espa\u00f1a se podr\u00eda llegar a posicionar como el pa\u00eds ideal para liderar la transici\u00f3n verde.<\/p>\n

Y es que tenemos la oportunidad de explotar y sacarle partido a los recursos naturales, como el sol, el viento y el buen clima, y disponemos de amplias capacidades t\u00e9cnicas para liderar la transici\u00f3n.<\/p>\n

El informe analiza cinco caracter\u00edsticas clave que favorecer\u00edan una r\u00e1pida transici\u00f3n y el liderazgo de Espa\u00f1a como el pa\u00eds m\u00e1s ZEO de Europa<\/strong>: urgencia, posibilidad, significancia, tecnolog\u00eda y riqueza de oportunidades.<\/p>\n

En este sentido, reducir la huella de carbono del pa\u00eds<\/strong> e impulsar la transici\u00f3n ecol\u00f3gica es realmente urgente<\/strong> en Espa\u00f1a debido al riesgo que suponen las consecuencias del cambio clim\u00e1tico para esta naci\u00f3n.<\/p>\n

Y es que Espa\u00f1a se encuentra en la regi\u00f3n del Mediterr\u00e1neo<\/strong>, una zona catalogada por el Grupo Intergubernamental de Expertos sobre el Cambio Clim\u00e1tico (IPCC) como una de las m\u00e1s afectadas por los efectos del cambio clim\u00e1tico.<\/p>\n

En un escenario en el que el calentamiento global del planeta alcance los 2\u00baC -con respecto a los niveles preindustriales-, algunas de las comunidades aut\u00f3nomas m\u00e1s calurosas de la regi\u00f3n tendr\u00edan una temperatura m\u00e1xima superior a los 37\u00baC durante al menos 45 d\u00edas al a\u00f1o.<\/p>\n

Esta escasez h\u00eddrica dar\u00eda pie a una reducci\u00f3n del 25% de disponibilidad de agua en las cuencas y los r\u00edos<\/strong>. Todo ello, sin hablar del grave impacto que tendr\u00edan estas consecuencias clim\u00e1ticas en la agricultura de la pen\u00ednsula. Los cultivos de uvas, aceitunas, tomates y trigo, que representan m\u00e1s del 40% del valor de la producci\u00f3n agr\u00edcola en el pa\u00eds, se ver\u00edan seriamente comprometidos.<\/p>\n

Por su parte, el sector del turismo en Espa\u00f1a, que seg\u00fan las \u00faltimas cifras de mayo de 2021 representa un\u00a07,4% del PIB del pa\u00eds, tambi\u00e9n se ver\u00eda afectado.<\/p>\n

Para cumplir con el objetivo de reducir las emisiones GEI un 55% para 2030 y lograr la neutralidad clim\u00e1tica para 2050, es fundamental que la mayor\u00eda de pa\u00edses readapten su calendario clim\u00e1tico e incrementen las exigencias de cara a las industrias. <\/strong><\/p>\n

Sin embargo, en el caso de Espa\u00f1a, la transici\u00f3n y el liderazgo de Espa\u00f1a en el camino hacia la neutralidad clim\u00e1tica de Europa es posible<\/strong>, siempre y cuando se cumplan con los objetivos, compromisos e inversi\u00f3n en energ\u00eda verde recogidos en el Plan Nacional de Energ\u00eda y Clima (PNIEC).<\/p>\n

Y es que, en 2019, Espa\u00f1a fue el \u00fanico pa\u00eds europeo que aprob\u00f3 su borrador del PNIEC, situ\u00e1ndose a la cabeza de la ambici\u00f3n de objetivos respecto a sus vecinos. As\u00ed lo constat\u00f3 el informe\u00a0\u201cPlaning for Net Zero\u201d<\/a>\u00a0presentado por\u00a0European Climate Foundation<\/strong>, donde se comparaban los 28 Planes de Energ\u00eda y Clima de todos los pa\u00edses miembros de la Uni\u00f3n Europea. Le segu\u00edan, pero a gran distancia, Francia, Grecia y Suecia.<\/p>\n

De todos modos, el informe de Mckinsey tambi\u00e9n se\u00f1ala que, aunque Espa\u00f1a tiene potencial para asumir el liderazgo ZEO en Europa, a\u00fan tiene algunos asuntos que resolver.<\/strong> Porque, si analizamos el archivo hist\u00f3rico, aunque en los \u00faltimos 15 a\u00f1os globalmente las emisiones en Espa\u00f1a han disminuido, desde 2013 el ritmo de descenso se ha reducido a 2 MtCO2e al a\u00f1o.<\/p>\n

En el PNIEC comentado anteriormente, Espa\u00f1a estableci\u00f3 un ambicioso objetivo de reducci\u00f3n de emisiones del 31% entre 2019 y 2030. Un hito que permitir\u00eda situarla al nivel de la media de la Uni\u00f3n Europea, que ha conseguido reducir sus emisiones netas un 28% desde 1990. Es importante tener en cuenta que, durante el mismo periodo, las emisiones netas de Espa\u00f1a crecieron un 9%.<\/p>\n

Por este motivo, si Espa\u00f1a quiere alcanzar sus objetivos de descarbonizaci\u00f3n para 2030, debe incrementar el ritmo de descenso de las emisiones por cuatro<\/strong>; y por cinco, en el caso de querer llegar a ser ZEO para 2050.<\/p>\n

Teniendo en cuenta estos datos sobre la reducci\u00f3n de emisiones en Espa\u00f1a, el informe \u201cNet-zero Spain: Europe\u2019s decarbonization hub\u201d<\/strong> dibuja un escenario alternativo y nuevos objetivos de reducci\u00f3n de emisiones que permitir\u00edan al pa\u00eds alcanzar el liderazgo clim\u00e1tico.<\/p>\n

Existe una v\u00eda alternativa para agilizar la transici\u00f3n verde y ser l\u00edder de la descarbonizaci\u00f3n en Europa, que supondr\u00eda reducir un 46% las emisiones para 2030, reduciendo 130 MtCO2 equivalente-, y lograr las emisiones netas para 2045. <\/strong><\/p>\n

Pero para conseguir posicionarnos en este escenario debemos atacar de lleno a aquellos sectores que m\u00e1s contribuyen a la huella de carbono del pa\u00eds: el transporte y la industria; y seguidamente, apostar por la transici\u00f3n hacia la agricultura sostenible y la energ\u00eda renovable.<\/p>\n

Los dos primeros sectores representan m\u00e1s del 55% de las emisiones generadas en el pa\u00eds<\/strong>, y por eso se consideran \u00e1reas clave para lograr la neutralidad clim\u00e1tica para 2045.<\/p>\n

En el caso del transporte, la prioridad es electrificar el parque autom\u00f3vil, los turismos, las furgonetas y las motocicletas, los principales emisores en el pa\u00eds. En el del sector industrial, activar nuevas tecnolog\u00edas puente como la captura y el almacenamiento de carbono,<\/strong> o bien buscar alternativas para reducir la huella de carbono asociada a la producci\u00f3n de cemento, acero y otros productos qu\u00edmicos.<\/p>\n

El informe Mckinsey asegura que hace falta algo m\u00e1s que la regulaci\u00f3n para avanzar en la agenda del cambio en Espa\u00f1a. Y apunta a que la sociedad espa\u00f1ola debe cooperar y actuar de forma colaborativa. En este sentido, mecanismos como la Asamblea Ciudadana por el Clima<\/a> pueden ser realmente positivos.<\/p>\n

Este grupo formado por diferentes ciudadanos espa\u00f1oles funciona como un think tank<\/em>\u00a0c\u00edvico independiente del pa\u00eds. El 7 de junio de 2022,\u00a0tras meses de encuentros y reuniones, esta Asamblea present\u00f3 al Gobierno 172 propuestas para combatir el cambio clim\u00e1tico. <\/strong><\/p>\n

Entre algunas de las m\u00e1s destacadas est\u00e1 la de\u00a0obligar a las compa\u00f1\u00edas de la luz\u00a0a que su producci\u00f3n sea de origen renovable. Tal y como recoge la propuesta, esto se podr\u00eda llevar a cabo instando a las empresas a que, por ley, deban producir un porcentaje m\u00ednimo de energ\u00eda verde del total producido.<\/p>\n

Otras propuestas est\u00e1n enfocadas a\u00a0reducir la huella ecol\u00f3gica de la ganader\u00eda, estableciendo nuevas medidas y una hoja de ruta para reducir la contaminaci\u00f3n de la ganader\u00eda industrial.<\/strong><\/p>\n

Por otra parte, algunas de las medidas est\u00e1n orientadas a promover la\u00a0soberan\u00eda energ\u00e9tica y el uso de energ\u00edas renovables\u00a0a trav\u00e9s de las comunidades energ\u00e9ticas o el autoconsumo.<\/p>\n

Todo apunta a que Espa\u00f1a tiene un gran potencial y que la pr\u00f3xima d\u00e9cada ser\u00e1 decisiva para la lucha contra el cambio clim\u00e1tico. Sin embargo, hay un aspecto que el informe no aborda de manera detallada: para acelerar el ritmo de descarbonizaci\u00f3n de Espa\u00f1a y liderar la descarbonizaci\u00f3n en Europa habr\u00eda que invertir m\u00e1s de 700.000 millones de euros en tecnolog\u00edas verde<\/strong>s. Y todo esto, antes del 2030.<\/p>\n

Ahora bien, \u00bfc\u00f3mo podr\u00eda ser capaz Espa\u00f1a de afrontar este gran desembolso? No debemos olvidar que, tal y como se est\u00e1 debatiendo en la COP27<\/a>, Europa a\u00fan tiene asignaturas pendientes en cuanto a la inversi\u00f3n.<\/p>\n
