Desde el a\u00f1o 2005, las mayores empresas y corporaciones emisoras de CO2 est\u00e1n obligadas a contabilizar y compensar sus emisiones mediante el Mercado de Derechos de Emisi\u00f3n de Carbono (RCDE UE). Mientras que, por su parte, aquellas empresas cuya actividad econ\u00f3mica no supera la emisi\u00f3n de 2.500 toneladas de CO2 est\u00e1n exentas de ello<\/strong>.<\/p>\n

El r\u00e9gimen RCDE UE se instaur\u00f3 hace dieciocho a\u00f1os para promover la reducci\u00f3n de emisiones GEI de una forma rentable y econ\u00f3micamente eficiente. A partir de ese momento, las empresas m\u00e1s contaminantes pagar\u00edan por generar emisiones y contribuir al cambio clim\u00e1tico.<\/p>\n

B\u00e1sicamente, el RCDE UE<\/strong> limita el volumen de gases GEI que pueden emitir las industrias que tienen un gran consumo de energ\u00eda, las compa\u00f1\u00edas a\u00e9reas y de transporte y los propios productores de energ\u00eda.<\/p>\n

El objetivo de esta estrategia es dar pie a que muchas de ellas acaben activando mecanismos para descarbonizar sus procesos de fabricaci\u00f3n o producci\u00f3n o invirtiendo en nuevas tecnolog\u00edas para reducir su huella de carbono, para as\u00ed no tener que pagar estas tasas.<\/strong><\/p>\n

Y es que, en enero de 2021, las empresas sujetas a este r\u00e9gimen ten\u00edan que pagar 33\u20ac por cada tonelada de CO2 emitida. En abril del mismo a\u00f1o el precio era de 45 euros por cada tonelada de CO2 emitida, y al mes siguiente, super\u00f3 los 50 euros. Gracias a este mecanismo de control y compensaci\u00f3n, emitir CO2 cada vez sale m\u00e1s caro<\/strong> y esto ha dado pie a que muchas empresas se pasen a la energ\u00eda limpia o activen su transici\u00f3n ecol\u00f3gica para reducir su huella de carbono.<\/p>\n

Seg\u00fan la Comisi\u00f3n Europea<\/strong>, el RCDE UE ser\u00e1 el principal instrumento para conseguir el objetivo de reducir un 55% las emisiones de la UE de cara al 2030 \u2013 con respecto a los niveles preindustriales-. Por este motivo, es necesario reformarlo para as\u00ed garantizar su buen funcionamiento.<\/p>\n

Para las pymes, las medianas empresas y las peque\u00f1as instalaciones que emiten una cantidad limitada de Gases de Efecto Invernadero (GEI), la\u00a0directiva que regula el RCDE UE<\/a>\u00a0establece que est\u00e1n excluidas de la aplicaci\u00f3n del r\u00e9gimen<\/strong>. Esto quiere decir que se rebajan las obligaciones de estos peque\u00f1os emisores, que de otra forma tendr\u00edan las mismas obligaciones que los mayores emisores.\u00a0<\/p>\n

El principal problema es que, al no estar sujetas a un marco legal, muchas de estas compa\u00f1\u00edas se autoproclaman ZEO -cero emisiones<\/strong>-, cuando en realidad no tienen definidas acciones, ni una hoja de ruta para reducir emisiones y lograr la neutralidad clim\u00e1tica.<\/p>\n

Para combatir este tipo de enga\u00f1os, durante la COP27<\/a>, las Naciones Unidas publicaron una nueva Gu\u00eda con est\u00e1ndares para detectar, evitar y combatir el greenwashing<\/strong>. Por ejemplo, a partir de ahora, las empresas no podr\u00e1n \u201chacer bandera\u201d\u00a0de haber llevado a cabo obras para aislar y hacer m\u00e1s eficientes sus oficinas, mientras que, paralelamente, est\u00e1n participando en la construcci\u00f3n de un oleoducto que suministrar\u00e1 de petr\u00f3leo a toda una regi\u00f3n.<\/p>\n

La gu\u00eda, titulada \u201cLa integridad importa: compromisos net zero para empresas, instituciones financieras, ciudades y regiones\u201d establece que las organizaciones no deber\u00edan comprar derechos de emisi\u00f3n a bajo coste<\/strong>, si no cuentan con un\u00a0Plan para reducir las emisiones\u00a0que est\u00e1n liberando directamente a la atmosfera.<\/p>\n

Deben disponer de una hoja de ruta que sea cre\u00edble, verificada y alineada con la ciencia que, adem\u00e1s, est\u00e9 enfocada a limitar las emisiones a corto, medio y largo plazo. Ya no sirven acciones puntuales. Las empresas deben establecer compromisos con fechas alineadas a los objetivos de la ONU: reducir un 55% las emisiones para 2030 y ser ZEO para 2050.<\/p>\n

\u201cLos actores no estatales no pueden anunciar ser cero emisiones mientras siguen construyendo o invirtiendo en el suministro de nuevos combustibles f\u00f3siles. El carb\u00f3n, el petr\u00f3leo y el gas representan m\u00e1s del 70% de las emisiones mundiales de Gases de Efecto Invernadero\u201d.<\/p>\n

    \u00a0<\/strong>En este sentido, el compromiso debe contener objetivos intermedios, por ejemplo, compromisos para 2025, 2030 y 2035 y sus correspondientes planes para alcanzarlos. Los objetivos de reducci\u00f3n deben ser, al menos, de un 50% para 2030 y la neutralidad clim\u00e1tica para 2050.<\/p>\n

    Recomendaci\u00f3n 3: <\/em>Utilizar cr\u00e9ditos voluntarios<\/strong><\/h3>\n

    \u00a0<\/em><\/strong>Los agentes no estatales, es decir, las peque\u00f1as y medianas empresas e instituciones u organizaciones privadas, deben priorizar la reducci\u00f3n urgente y profunda de las emisiones<\/strong> de su actividad o cadena de valor.<\/p>\n

    En este sentido, la compra de cr\u00e9ditos de carbono en el mercado voluntario de derechos de emisi\u00f3n, aunque puede ser positiva para la lucha contra el cambio clim\u00e1tico, no debe tenerse en cuenta como acci\u00f3n para la reducci\u00f3n de emisiones <\/strong>en el camino hacia las cero emisiones.<\/p>\n

    Estos cr\u00e9ditos de carbono de \u201calta integridad\u201d servir\u00e1n para facilitar el apoyo financiero necesario para descarbonizar los pa\u00edses en v\u00edas de desarrollo, pero nunca se podr\u00e1n considerar como un mecanismo para reducir emisiones.<\/p>\n

    Recomendaci\u00f3n 4: <\/em>Crear un Plan para la transici\u00f3n ecol\u00f3gica<\/strong><\/h3>\n

    Las peque\u00f1as y medianas empresas deben divulgar p\u00fablicamente sus Planes para la transici\u00f3n ecol\u00f3gica. Estos planes deben ser exhaustivos y viables, e indicar qu\u00e9 acciones concretas se llevar\u00e1n a cabo para cumplir con todos los objetivos ZEO.<\/p>\n

    Adem\u00e1s, estos planes deben alinear las estructuras de gobernanza, los incentivos, los gastos de capital, la investigaci\u00f3n, el desarrollo de habilidades y recursos humanos, y la defensa p\u00fablica, al tiempo que abogan por una transici\u00f3n justa.<\/p>\n

    Estos planes de transici\u00f3n deben actualizarse cada cinco a\u00f1os<\/strong> y los avances deben comunicarse anualmente.<\/p>\n

    Recomendaci\u00f3n 5: <\/em>Eliminaci\u00f3n progresiva de los Combustibles f\u00f3siles e incremento de las energ\u00edas renovables<\/strong><\/h3>\n

    \u00a0<\/em><\/strong>Todos los compromisos ZEO deben incluir objetivos espec\u00edficos a eliminar el uso o el apoyo a los combustibles f\u00f3siles<\/strong>. Todo ello, siguiendo con los modelos de emisiones Net Zero de Gases de Efecto Invernadero del IPCC y la AIE, que limitan el calentamiento a 1,5 \u00baC, y demandan una reducci\u00f3n de las emisiones globales de al menos un 50% para 2030 y la neutralidad clim\u00e1tica para 2050.<\/p>\n

    La transici\u00f3n para abandonar los combustibles f\u00f3siles debe ser justa para las comunidades afectadas, los trabajadores y todos los consumidores. Los actores no estatales deben garantizar el acceso a la energ\u00eda<\/strong> y evitar la transferencia de los activos de combustibles f\u00f3siles a nuevos propietarios.<\/p>\n

    Recomendaci\u00f3n 7: <\/em>Las personas y la naturaleza deben estar en el centro de la transici\u00f3n justa<\/strong><\/h3>\n

    \u00a0<\/em><\/strong>Como parte de sus planes para la transici\u00f3n ecol\u00f3gica, las empresas, ciudades y regiones que generan una importante huella de carbono por el uso de la tierra deben construir cadenas de suministro que eviten la destrucci\u00f3n de los ecosistemas naturales restantes. <\/strong><\/p>\n

    En este sentido, de cara al 2025, deben abandonar actividades que impliquen la deforestaci\u00f3n y la p\u00e9rdida de turberas. Adem\u00e1s, deben evitar la destrucci\u00f3n, la deforestaci\u00f3n y la urbanizaci\u00f3n de los ecosistemas naturales restantes para 2030.<\/p>\n

    De cara al 2025, las instituciones financieras no podr\u00e1n invertir ni financiar empresas vinculadas a la deforestaci\u00f3n<\/strong> y deben eliminar de sus carteras de inversi\u00f3n y cr\u00e9dito cualquier financiaci\u00f3n a la deforestaci\u00f3n provocada por los productos b\u00e1sicos agr\u00edcolas.<\/p>\n

    Recomendaci\u00f3n 8: <\/em>Aumentar la transparencia y la rendici\u00f3n de cuentas<\/strong><\/h3>\n

    Cada a\u00f1o, los actores no estatales deben divulgar sus datos sobre Gases de Efecto Invernadero, sus objetivos de reducci\u00f3n a cero y sus planes y avances para alcanzarlos.<\/p>\n

    Adem\u00e1s, tambi\u00e9n deben a\u00f1adir datos comparables<\/strong> que permitan un seguimiento eficaz de los avances hacia sus objetivos de reducci\u00f3n ZEO.<\/p>\n

    Estas peque\u00f1as organizaciones y empresas deben informar utilizando un formato estandarizado y abierto. Adem\u00e1s, deben comunicarse a trav\u00e9s de plataformas p\u00fablicas vinculadas al Portal de Acci\u00f3n Clim\u00e1tica Global<\/strong> de la CMNUCC.     Los bancos multilaterales de desarrollo, los bancos de Desarrollo y las Instituciones Financieras de Desarrollo deben establecer objetivos para aumentar considerablemente sus inversiones en los pa\u00edses en desarrollo<\/strong>, para as\u00ed lograr una transici\u00f3n justa.<\/p>\n

    Recomendaci\u00f3n 10: <\/em>Acelerar el camino hacia la regulaci\u00f3n<\/strong><\/h3>\n

    \u00a0<\/em><\/strong>Con el fin de garantizar el rigor, la coherencia y la competitividad, los reguladores deben desarrollar nuevas normas<\/strong> alrededor de los compromisos ZEO, los planes de transici\u00f3n y la divulgaci\u00f3n de informaci\u00f3n. El primer paso es regular a los emisores corporativos de alto impacto, incluidas las empresas privadas y estatales y las instituciones financieras.<\/p>\n
