A finales del mes de enero, la comunidad meteorol\u00f3gica empez\u00f3 a preocuparse por la situaci\u00f3n de Catalunya. La reserva media de las cuencas y los embalses internos en esta Comunidad Aut\u00f3noma hab\u00eda descendido por debajo del 16%.<\/p>\n
Una cifra que no solamente marca un m\u00ednimo hist\u00f3rico, sino que activa la declaraci\u00f3n del estado de emergencia en Catalu\u00f1a. Seg\u00fan el Plan de Sequ\u00eda auton\u00f3mico<\/strong>, se debe decretar la emergencia por sequ\u00eda en Fase I cuando la reserva de los embalses disminuye hasta el 16%.<\/p>\n Precisamente por ello, el jueves 1 de febrero el Govern de Catalu\u00f1a<\/strong> declar\u00f3 la emergencia por sequ\u00eda en 239 municipios de 16 comarcas, con duras restricciones. Los municipios en los que se ha declarado la emergencia no pueden superar los 200 litros de consumo de agua al d\u00eda. Se trata de una medida orientada a limitar a los grandes consumidores que acostumbran a traspasar esta cifra.<\/p>\n Esta noticia no solamente activa la preocupaci\u00f3n por las visibles y crecientes consecuencias del cambio clim\u00e1tico en el Mediterr\u00e1neo, si no que marca importantes inc\u00f3gnitas sobre el futuro abastecimiento de agua en esta regi\u00f3n.<\/p>\n A lo largo de estas dos \u00faltimas semanas, los municipios afectados han convocado reuniones extraordinarias para definir los mecanismos que les permitir\u00e1n acatar la situaci\u00f3n de emergencia por sequ\u00eda. Regidores, miembros de la oposici\u00f3n, expertos en clima y representantes pol\u00edticos locales han estado definiendo c\u00f3mo se va a llevar a cabo el control y el seguimiento de las Cerdanyola del Valles. Durante su tercera reuni\u00f3n del comit\u00e9 de sequ\u00eda, celebrada el pasado 6 de febrero, una representante del \u00c1rea Metropolitana de Barcelona (AMB) record\u00f3 que las cuencas<\/strong> internas est\u00e1n al 15% de su capacidad,<\/strong> una cifra que marca un nuevo m\u00ednimo hist\u00f3rico. Desde esta administraci\u00f3n p\u00fablica informaron de que los embalses del Ter-Llobregat se encuentran con una capacidad cercana a los 100 hect\u00f3metros c\u00fabicos.<\/p>\n AMB asegur\u00f3 que, actualmente, m\u00e1s del 50% del suministro h\u00eddrico del \u00c1rea Metropolitana de Barcelona no proviene de los r\u00edos y embalses, si no que se trata de agua desalada o regenerada. En el pasado, el 97% del agua potable que llegaba a este territorio proven\u00eda de los r\u00edos<\/strong>.<\/p>\n El d\u00eda antes de la declaraci\u00f3n de emergencia, el presidente de la Generalitat de Catalu\u00f1a, Pere Aragon\u00e8s, tambi\u00e9n se\u00f1al\u00f3 que la comunidad aut\u00f3noma no se hab\u00eda enfrentado \u201cnunca a una sequ\u00eda tan larga desde que existen mediciones de lluvia\u201d. Seg\u00fan el medio de comunicaci\u00f3n Newtral, Aragon\u00e8s defendi\u00f3 el \u201ctrabajo\u201d y la \u201cinversi\u00f3n\u201d llevada a cabo por los ciudadanos y administraciones para mitigar los efectos y retrasar hasta 15 meses la entrada en emergencia.<\/p>\n Las empresas que gestionan el suministro h\u00eddrico de la zona, AGBAR y CASSA<\/strong> \u2013 Aig\u00fces de Sabadell, preparan la red para reducir la presi\u00f3n en horario nocturno. No obstante, de alcanzar la fase 2 de la emergencia por sequ\u00eda, la reducci\u00f3n de la presi\u00f3n tendr\u00eda lugar en horario diurno y, en caso de llegar a la fase 3, la presi\u00f3n se deportivas, p\u00fablicas\/privadas y en espacios l\u00fadicos, existen algunas restricciones que son comunes para los municipios afectados por esta situaci\u00f3n.<\/strong><\/p>\n En este sentido, la declaraci\u00f3n de emergencia por sequ\u00eda obliga a reducir un 80% el consumo de agua en explotaciones agr\u00edcolas y un 50% en granjas e instalaciones ganaderas. Adem\u00e1s, tambi\u00e9n se insta a reducir un 25% el consumo de agua industrial en las f\u00e1bricas y centros de producci\u00f3n. En estos tres casos, las restricciones pueden ser m\u00e1s flexibles<\/strong> si el usuario es capaz de acreditar un ahorro equivalente a estos porcentajes en los \u00faltimos a\u00f1os.<\/p>\n subterr\u00e1neas, o agua regenerada.<\/p>\n Adem\u00e1s, se proh\u00edbe llenar total o parcialmente fuentes ornamentales y lagos artificiales, excepto si facilitan la vida de fauna aut\u00f3ctona o de especies en peligro de extinci\u00f3n, y el rellenado de piscinas (p\u00fablicas y privadas)<\/strong>, excepto en las entidades deportivas e instalaciones sanitarias o terap\u00e9uticas.<\/p>\n Como es comprensible, tambi\u00e9n quedan prohibidas las pistas de hielo, fiestas de espuma, juegos de agua o duchas en la playa suministradas con agua potable. han salido a la luz diversos problemas ecol\u00f3gicos<\/strong> derivados de la baja eficiencia, la falta de investigaci\u00f3n y el bajo control de las plantas desalinizadoras.<\/p>\n Y es que estas plantas producen una gran cantidad de residuos que afectan a la fauna y flora marinas. Estos desperdicios, conocidos como salmuera,<\/strong> ya ocupan una superficie cercana a los 50.000 millones de m3.<\/p>\n Durante el proceso de desalinizaci\u00f3n, la salmuera llega a los mares y oc\u00e9anos, provocando un elevado riesgo de contaminaci\u00f3n debido a su salinidad y la presencia de metales.<\/p>\n Pese a estos inconvenientes, desde la Direcci\u00f3n General del Agua<\/strong> aseguran que la desalinizaci\u00f3n es \u201cclave\u201d para combatir la escasez de agua en el mundo, aunque deber\u00eda formar parte de un\u00a0mix.<\/p>\n \u201cAdem\u00e1s de apostar por los recursos convencionales, como las aguas superficiales y las subterr\u00e1neas, hay que empezar a apostar por la recuperaci\u00f3n\u201d. En Espa\u00f1a hace m\u00e1s de 40 a\u00f1os que se aprovechan las aguas residuales para usos no dom\u00e9sticos como, por ejemplo, regar los campos de golf.<\/p>\n Otra soluci\u00f3n para luchar contra la escasez h\u00eddrica provocada por el cambio clim\u00e1tico es empezar a incluir en mayor medida los sistemas de recogida de agua de lluvia en las ordenanzas municipales. <\/strong>Muchas
