El 17 de septiembre el Congreso de los Diputados espa\u00f1ol a<\/span>prob\u00f3 la declaraci\u00f3n de emergencia clim\u00e1tica<\/span><\/a> con 311 votos a favor y 24 en contra -todos de la formaci\u00f3n pol\u00edtica VOX-. La propuesta impulsada por el partido Unidas Podemos puede ver hoy la luz al final del t\u00fanel tras la definitiva declaraci\u00f3n de Emergencia Clim\u00e1tica por parte del Gobierno espa\u00f1ol.\u00a0<\/span><\/p>\n

Como han ido haciendo otros consejos de ministros de todo el mundo, como Reino Unido, Irlanda o Francia, cada vez m\u00e1s organismos, ciudades, y gobiernos declaran el Estado de Emergencia Clim\u00e1tica, as\u00ed como tambi\u00e9n lo hizo el <\/span>Parlamento Europeo en noviembre<\/span><\/a>. Hasta ahora, un compromiso que establece la \u201cvoluntad\u201d de luchar frente al cambio clim\u00e1tico pero pocas acciones reales y medidas para combatirlos.<\/strong><\/span><\/p>\n

\u00bfQu\u00e9 pa\u00edses han declarado la emergencia clim\u00e1tica?<\/h2>\n

Los pa\u00edses que han declarado la Emergencia Clim\u00e1tica se comprometen a establecer una l\u00ednea de acci\u00f3n en sus agendas pol\u00edticas basada en el fin de los combustibles f\u00f3siles.<\/strong> Con el objetivo de ser ZEO -cero emisiones-, para 2030 o 2050, establecer\u00e1n medidas para conseguir la electrificaci\u00f3n del transporte, la descarbonizaci\u00f3n de la econom\u00eda y nuevas tecnolog\u00edas a favor del suministro de energ\u00eda renovable.<\/span><\/p>\n

El Parlamento Brit\u00e1nico fue el primero en declarar la Emergencia clim\u00e1tica el 1 de mayo de 2019. Despu\u00e9s le siguieron Irlanda<\/strong> (9 de mayo de 2019), Canad\u00e1<\/strong> (17 de junio de 2019) y Francia (<\/strong>27 de junio de 2019). El Senado Argentino<\/strong> declar\u00f3 la Emergencia Clim\u00e1tica el 17 de julio de 2019 y el congreso espa\u00f1ol lo hizo el 17 de setiembre. El Parlamento austr\u00edaco<\/strong> lo declar\u00f3 el 25 de septiembre, Malta<\/strong> el 22 de octubre y Banglades<\/strong>h el 13 de noviembre. Por su parte la Administraci\u00f3n de Escocia<\/strong> y la de Gales<\/strong> lo hicieron el 28 y el 29 de abril de 2019, y en Espa\u00f1a las comunidades aut\u00f3nomas de Catalu\u00f1a, Euskadi, Canarias y Baleares<\/strong> tambi\u00e9n se sumaron a esta declaraci\u00f3n el pasado 2019.<\/span><\/p>\n

La comunidad cient\u00edfica y las diferentes entidades ecologistas han tachado estas declaraciones de \u201ccompromisos vac\u00edos\u201d. En el caso espa\u00f1ol, la nueva declaraci\u00f3n de emergencia aprobada el 21 de enero recoge que \u201cel \u00fanico camino posible es la transformaci\u00f3n hacia la neutralidad clim\u00e1tica\u201d. El documento reconoce la oportunidad que supone esta declaraci\u00f3n para generar empleo y mejorar la econom\u00eda espa\u00f1ola haci\u00e9ndola m\u00e1s ZEO<\/strong> -cero emisiones-, y m\u00e1s competitiva <\/span><\/p>\n

  • Definir la senda de la descarbonizaci\u00f3n econ\u00f3mica a largo plazo.<\/strong> Con el objetivo ZEO para 2050, como tarde.<\/span><\/li>\n
  • Crear una Asamblea Ciudadana de Cambio Clim\u00e1tico.<\/strong> Un mecanismo de participaci\u00f3n que ya tienen otros pa\u00edses como Francia y que fomentar\u00e1 la participaci\u00f3n de los j\u00f3venes en los nuevos documentos de acciones y medidas para afrontar el cambio clim\u00e1tico.<\/span><\/li>\n
  • Presentar el segundo Plan Nacional de Adaptaci\u00f3n al Cambio Clim\u00e1tico<\/strong> para que Espa\u00f1a est\u00e9 preparada frente a los impactos y riesgos de este fen\u00f3meno. En este nuevo Plan se establecer\u00e1 la creaci\u00f3n de nuevos organismos como un Sistema Nacional de Observaci\u00f3n del clima y un men\u00fa de indicadores de impacto.<\/span><\/li>\n
  • Establecer los primeros convenios de Transici\u00f3n justa y medidas de acompa\u00f1amiento para garantizar la transformaci\u00f3n ZEO del sector industrial y servicios.<\/strong><\/span><\/li>\n<\/ul>\n

    Se trata de una clara voluntad, por parte del presidente del segundo pa\u00eds que m\u00e1s CO2 emite a la atm\u00f3sfera<\/strong> por detr\u00e1s de China, pa\u00eds a\u00fan en v\u00edas de desarrollo, y por delante los pa\u00edses de la Uni\u00f3n Europea -en su conjunto- y la India, de mantener el statu Quo de la econom\u00eda de los combustibles f\u00f3siles.
