El nuevo anteproyecto de Ley de Cambio Clim\u00e1tico que fue aprobado ayer por el Gobierno, muestra una firme voluntad de poner fin a la producci\u00f3n de veh\u00edculos ligeros de gasolina y di\u00e9sel<\/strong>. Una de las medidas m\u00e1s debatidas, a la vez que esperadas, por los defensores de la lucha clim\u00e1tica por fin se hace realidad.<\/p>\n

Aunque de momento s\u00f3lo es un anteproyecto de Ley que debe ser aprobado por las Cortes Generales, el Ministerio para la Transici\u00f3n Ecol\u00f3gica y el Reto Demogr\u00e1fico (MITECO) ha mostrado una clara apuesta por la transici\u00f3n a la movilidad cero emisiones. <\/strong><\/p>\n

Y es que el nuevo anteproyecto de Ley de Cambio Clim\u00e1tico dictamina que los nuevos veh\u00edculos ligeros destinados al uso personal deber\u00e1n reducir de forma progresiva sus niveles de emisiones. Para el a\u00f1o 2040 la industria del autom\u00f3vil s\u00f3lo podr\u00e1 \u201ccomercializar\u201d coches que emitan 0gCO2\/km, es decir, coches ZEO -cero emisiones-.<\/strong><\/p>\n

De esta forma el anteproyecto de Ley de Cambio Clim\u00e1tico Espa\u00f1ol establece que, en unos 20 a\u00f1os, no podr\u00e1 circular por las carreteras ning\u00fan coche nuevo que emita CO2, entre ellos los de gasolina, di\u00e9sel, gas e h\u00edbridos.<\/p>\n

Para conseguirlo el Gobierno ya ha adelantado que \u201cadoptar\u00e1 las medidas necesarias\u201d. En este sentido se esperan sanciones y multas para aquellas compa\u00f1\u00edas que a lo largo de las pr\u00f3ximas d\u00e9cadas no sigan esta medida -la paulatina reducci\u00f3n de las emisiones de CO2 que liberan sus veh\u00edculos-, y ventajas fiscales para aquellas que se decanten por la transici\u00f3n a la movilidad sostenible.<\/strong><\/p>\n

Tras la futura aprobaci\u00f3n de la Ley de Cambio Clim\u00e1tico, el gobierno pondr\u00e1 en marcha paralelamente un plan econ\u00f3mico para facilitar la penetraci\u00f3n de los veh\u00edculos el\u00e9ctricos o cero emisiones en el mercado. Esto implicar\u00e1 el establecimiento de una partida presupuestaria para ayudas y apoyo a la I+D+I.<\/p>\n

Seg\u00fan ha comentado el diputado de Podemos, Juantxo L\u00f3pez de Uralde<\/strong> a La Vanguardia<\/a>, estas ayudas deben estar condicionadas con el inicio de una transici\u00f3n al veh\u00edculo limpio por parte del sector. \u201cLa industria debe contribuir a promover el coche limpio\u201d, se\u00f1ala el presidente de la Comisi\u00f3n del Congreso para la Transici\u00f3n Ecol\u00f3gica. \u201cNo se puede seguir subvencionando los coches contaminantes\u201d, a\u00f1ade.<\/p>\n

Para muchos defensores y activistas de la lucha clim\u00e1tica la vicepresidenta y ministra del MITECO se ha convertido en el empuje que Espa\u00f1a necesitaba para la lucha clim\u00e1tica. Con la elaboraci\u00f3n y el impulso de este anteproyecto de Ley, Ribera demuestra que no ha cedido ante las fuertes presiones del sector del<\/strong> autom\u00f3vil <\/strong>para ralentizar la prohibici\u00f3n del coche convencional.<\/p>\n

Y es que, adem\u00e1s de esta medida enfocada a la movilidad sostenible, el nuevo anteproyecto de Ley de Cambio Clim\u00e1tico, presenta un ambicioso paquete de acciones para hacer frente a la emergencia clim\u00e1tica. En l\u00ednea con los objetivos del Acuerdo de Par\u00eds (2015) y los compromisos adquiridos durante la COP25<\/a>, la econom\u00eda espa\u00f1ola deber\u00e1 reducir sus emisiones de CO2 al menos un 20% para 2030 -respecto a los niveles de 1990-.<\/p>\n

Un objetivo que el MITECO describe como \u201ccoherente\u201d y que sigue el compromiso de ambici\u00f3n clim\u00e1tica declarado por la Comisi\u00f3n Europea, que plantea reducir las emisiones entre el 50% y el 55% para el 2030. Para lograrlo, otro de los objetivos es conseguir que la presencia de energ\u00eda renovable en el sistema el\u00e9ctrico sea de al menos un 70%.<\/strong><\/p>\n

Todos estos objetivos para hacer frente al cambio clim\u00e1tico se materializar\u00e1n a trav\u00e9s de los Planes Nacionales de Energ\u00eda y Clima (PNIEC) y una Estrategia a Largo Plazo (2050) para lograr la completa descarbonizaci\u00f3n del pa\u00eds \u2013 un documento en el que a\u00fan est\u00e1 trabajando el Gobierno-.<\/p>\n
